"The development of a National System of Dependency approaches the necessity of giving support to disabled people. But it is necessary to overcome the dominant medicalwelfare approach in order to arrive to a respectful position disabled people rights, who ask for integral attention and life quality. This article tries to analyse the concepts of autonomy and dependence and its implications for the attention of disabled people, raising different
readings, to defend a pedagogy of the autonomy. Beyond medical-assistencialist or market approaches, people's integral development has to be fostered, and this aim cannot be reached without the implication of formal and nonformal education instances."
Reviewer's comments on the document:
It is important, at least in Spain, to try to know what are the causes and consequences of the new Sistem for Attention to Dependency and Autonomy Promotion in Spain.
The consequences are many and have to be analized from a lot of different points of view but specially from the scope of health care and social assistance. Moreover this new system propose a new approach to this realities based on a common framework for social services and health care services.
