This project proposes a strategy developed on the Standard Rules of UN regarding the Equalization of Opportunities for Persons with Disabilities. The purpose of this strategy is to harmonize the work of all government and non-governmental organizations involved in supporting people with disabilities and to align national policies with relevant international standards that will be the base for future policy regarding persons with disabilities.
The strategy emphasizes:
• the importance of creating a network of services to support independent living in family;
• community-based residential services for children and adults with disabilities;
• inclusive education and inclusive employment.
The emergence of advanced technologies has made social networking to become more difficult for people with disabilities, which is why it was developed a best practice guide aimed at this group and their needs for autonomy and social integration. Education sector began to be revised only recently by implementing various programs by NGOs that aimed to familiarize beneficiaries with the computer use.
The issue of education and education for persons with disabilities registered in the recent years three fundamental trends:
• reformulation and change of the basic concepts and terms in the field: special education, disabilities, special educational needs, normalization, value (social roles) and community integration;
• reconsideration of models of specific education and assistance, emphasizing the progressive approach of the location and conditions of education of persons with disabilities by the diversification of the opportunities provided by social integration, professional and social community;
• the complex action of amending social attitudes and legislation on general issues of disability and - in a broader context - on the diversity and human differences.

The project aims to develop an appropriate strategy for supporting people with disabilities, by harmonizing the activities of all organizations working in this field and align national policies with relevant international standards so as to derive appropriate policies addressed to them.
The strategy aims at creating a network of services for supporting the independent family life, community-based residential services, and inclusive education and employment.
