Social assistance is the set of institutions, measures, programs, professionalized activities, specialized services for the protection of persons, groups, communities with special problems, which are temporarily in difficulty, due to reasons of economic, socio-cultural, biological or psychological are not able to accomplish through their own efforts and means a decent way of living.
The first social activities were developed in addition to religious institutions in the form of charity. Its professional and science, social work status was gained later.
Organization and functioning of the national social assistance is done both at central and local level.
Nationally, according to Law nr.705/2001 there were developed and adopted two laws that relate particularly to the beginning of construction of the new institutional system of social assistance in Romania. Social assistance system comprises ministries, directions or other governmental entity. The most important ministry is the Ministry of Labour, Social Solidarity and Family, which coordinates all national social assistance system, with major responsibilities:
• Social-policy development
• Setting development strategies of social assistance
• Promotion of the rights of persons in need
• Collaboration with key representatives of civil society
• Financing national social assistance programs
• Develops training programs of social care personnel
Public social service held at the county level aims at implementing social policies and strategies and fulfills mainly strategic, coordination, management, collaboration and representation functions. Social service functions are:
• Professional support through counseling, therapy
• Focus and efficiency of social support
• Facilitate absorption of social support
• Protection of interest and rights of persons in distress
In the social assistance are taken into account all dimensions that define the man, the psychological, social, spiritual and economic dimension, to integrate individuals in the complex of social relationships.
