The overall objective of this strategy is to provide for people with disabilities the ability to enjoy the full rights and to enjoy their full participation in social and economic life. The strategy focuses on removing the barriers.
The Commission identified eight main action areas:
1. accessibility in order to ensure accessibility for persons with disabilities to goods, services, including public services, and assistive devices;
2. participation, allowing people with disabilities to enjoy all of the benefits of European citizenship, eliminating administrative and behavioral barriers that prevent their full and equitable participation, providing services to the community, including access to personalized assistance;
3. equality, in order to eradicate discrimination on grounds of disability in the EU;
4. employment, in order to give these persons the opportunity to make their living on the open labor market;
5. education and training to promote an inclusive education and lifelong learning for students with disabilities;
6. social protection, for the promotion of decent living conditions for people with disabilities;
7. health in order to promote equal access of persons with disabilities to health services and facilities that provide these services;
8. external actions for the promotion of disabled persons in the EU's external action
For each area, there are defined action key together with the main objective of the EU.
For the implementation of the actions of this strategy it is necessary to support on the following general tools: awareness, financial support, data collection and statistics and monitoring, mechanisms required by the United Nations Convention (coordination mechanisms, the involvement of persons with disabilities).
This strategy starts the process of consolidating the position of persons with disabilities so they can fully participate in society on equal terms with others.

The article presents the European Strategy 2010 - 2020 for persons with disabilities, including general purpose and main areas of action. For each action there are defined specified key actions and general tools required.
